How the Robinder Ohri Memorial Foundation is Creating Lasting Social Impact: A Legacy of Service

A Legacy That Lives Through Action

A meaningful legacy is not defined only by the achievements of one individual. It is also reflected in the opportunities created for others, the communities strengthened and the values carried forward by future generations. The Robinder Ohri Memorial Foundation (ROMF) was established in October 2024 to honour the life of Shri Robinder Ohri and continue his enduring commitment to public service, leadership and the welfare of others. Through initiatives focused on education, healthcare and community development, ROMF seeks to translate a lifetime of service into meaningful and sustainable social impact.

The Foundation’s approach is grounded in a simple belief: lasting change begins by understanding people’s needs and taking practical steps to address them.

Remembering Shri Robinder Ohri: A Life Dedicated to Public Service

Born in Abohar, Rajasthan, Shri Robinder Ohri pursued his education at Delhi University, including a Master’s degree in History from St. Stephen’s College. In 1962, he joined the Central Reserve Police Force (CRPF), beginning a distinguished career in the service of the nation.

Over nearly six decades, his professional journey spanned military service, intelligence, diplomatic assignments and senior leadership responsibilities. He served during the 1965 and 1971 wars and undertook sensitive assignments with the Cabinet Secretariat, including work associated with the Research and Analysis Wing (R&AW). His diplomatic postings included Sri Lanka, Germany and Nepal. His career in public service culminated in his appointment as Director General of the Sashastra Seema Bal (SSB). Following his retirement, Shri Ohri remained engaged in advisory, research and writing activities. His professional life reflected a continued interest in leadership, strategic thinking and the institutions that serve the nation.

For those seeking to honour his memory, his legacy offers a broader lesson: service is not limited to a designation or a period of employment. It is a commitment to contributing wherever one’s abilities and resources can make a difference.

The Purpose Behind the Robinder Ohri Memorial Foundation

ROMF was founded to carry this philosophy into the social sector through initiatives that respond to practical needs. Rather than viewing social development as a single, isolated activity, the Foundation focuses on areas that are closely connected to people’s everyday lives: access to education, essential healthcare and stronger community infrastructure.

Its work is guided by the belief that thoughtful interventions, supported by a sustained commitment, can help create better opportunities for individuals and families.

1. Education: Creating Better Learning Opportunities

Education can open doors to opportunity, but a supportive learning environment requires more than classroom teaching alone. Children also need functional school infrastructure, access to essential facilities and opportunities to participate in physical and extracurricular activities. ROMF’s education-related initiatives focus on practical improvements that can help schools serve their students more effectively. These include support for essential school infrastructure, sports facilities and learning resources.

In 2026, the Foundation began supporting State Primary School, Deothi, in Himachal Pradesh. The ongoing initiative focuses on basic infrastructure improvements, including toilets, sports areas and assembly spaces.

Earlier family-led initiatives have also supported schools through improvements to sports grounds, drinking water facilities and other essential amenities. These efforts reflect ROMF’s belief that every child deserves an environment that supports learning, participation and personal development.

2. Healthcare: Supporting Access to Essential Services

Access to essential healthcare facilities is an important part of community well-being, particularly in areas where diagnostic equipment and basic infrastructure may be limited. ROMF’s approach to healthcare support centres on identifying practical gaps and helping address needs that affect local communities.

One such initiative took place in 2023, when the family donated an electrocardiogram (ECG) machine to the Primary Health Care Centre at Mashobra, Shimla. The facility served residents of Mashobra and neighbouring villages and lacked an ECG machine for cardiac assessment. The donation helped address this equipment gap and supported the centre’s ability to assess patients with possible cardiac concerns. This initiative predates ROMF’s formal establishment, but it reflects the same needs-based approach that informs the Foundation’s continuing mission.

3. Community Development: Improving Everyday Conditions

Stronger communities are built when people have access to essential facilities, opportunities for participation and environments that support their dignity and well-being. ROMF supports initiatives that address practical needs within schools and local communities. These may include sanitation improvements, sports infrastructure, drinking water facilities and other basic amenities.

In 2025, the Foundation supported the refurbishment of girls’ toilet facilities at Maya Public School, Mashobra, benefiting a school community of approximately 200 girl students. The Foundation has also begun supporting improvements at State Primary School, Deothi, as part of its ongoing community development efforts in Himachal Pradesh. These initiatives demonstrate how targeted improvements can address everyday challenges and contribute to more supportive community environments.

Supporting Soldiers and Their Families

The welfare of soldiers and their families is an important part of the legacy that ROMF seeks to honour. Shri Robinder Ohri’s career culminated in his appointment as Director General of the Sashastra Seema Bal. His association with the force continues to inform the Foundation’s interest in initiatives that support service personnel and their families.

At the SSB Ghitorni group centre, ROMF’s initiatives have included educational equipment for Sweet Williams Primary School, benches for the local hospital and badminton equipment for children training for tournaments.

These contributions address different needs, but share a common purpose: supporting the everyday well-being, learning opportunities and development of the wider community associated with those who serve. ROMF believes that recognising service also means acknowledging the importance of the families and communities that stand alongside service personnel.

From Family-Led Initiatives to a Continuing Foundation

Some of the projects associated with ROMF began before the Foundation was formally established in October 2024. These earlier initiatives were undertaken by the family and reflected values of service, compassion and practical community support. The establishment of ROMF created a formal platform through which this philosophy could continue.

The distinction matters because the Foundation’s story is both a tribute to the past and a commitment to the future. By building on this history, ROMF seeks to identify initiatives where support can address genuine needs, contribute to better opportunities and create lasting value for the communities involved. Its work continues to evolve across education, healthcare and community development, with a particular interest in underserved communities and the welfare of soldiers’ families.

The Values That Guide Our Work

The Robinder Ohri Memorial Foundation seeks to put its purpose into practice through five guiding values:

  • Service: Prioritising people and community needs.
  • Integrity: Acting responsibly, transparently and accountably.
  • Dignity: Treating every individual with respect and compassion.
  • Empowerment: Supporting opportunities that help people build better futures.
  • Legacy: Carrying forward a life of service through meaningful action.

These principles shape the Foundation’s approach to identifying needs, supporting initiatives and building relationships with the communities it serves.

Looking Ahead: Building a Better Future Through Service

The challenges faced by communities are varied, and meaningful progress often requires practical solutions tailored to local circumstances. ROMF’s continuing mission is to support initiatives that improve learning environments, strengthen access to essential services and create opportunities for individuals and families.

The Foundation also plans to support community-building activities that bring people together around shared values. Among these is the planned SSB–Robinder Ohri Annual Memorial Badminton Tournament in February 2027, intended to bring promising sporting talent among soldiers and their families together. As its work develops, ROMF aims to remain focused on the principle that inspired its creation: service should translate into meaningful action. The Foundation honours Shri Robinder Ohri not only by remembering his distinguished career, but also by carrying forward the values that defined it.

His service shaped a life. His legacy can shape many more.

Through education, healthcare and community development, the Robinder Ohri Memorial Foundation seeks to help build a future in which more people have the opportunities, facilities and support they need to thrive.
